When does an outside-control Canadian cancellation or long delay create a refund choice?
Under the reviewed APPR text, the first outside-control step is a confirmed own-or-partner alternative departing within forty-eight hours of the original departure time. If the carrier cannot provide that reservation, the passenger receives the specified refund-or-further-rerouting choice. The clock is not described as restarting when the weather ends.

What this answer depends on
- Travel within the applicable APPR scope, including the ticketed journey and the event-specific conditions. The consolidated source displays current-through 2026-07-21; check for later changes.
- For an outside-control cancellation or delay of at least 3 hours covered by section 10(3), section 18(1) requires a confirmed own-or-commercial-partner alternative departing within 48 hours of the departure time on the original ticket.
- If that reservation cannot be provided, section 18(1.1) gives the passenger a choice of refunding the unused portion or the applicable further alternative arrangements.
- The further alternative differs for large and small carriers; the large-carrier branch can include any carrier and a nearby airport with transfer transport.
Important exceptions
- The outside-control denied-boarding branch is worded differently and should not be treated as identical to this delay/cancellation choice. Historic summaries using a different forty-eight-hour starting point are not followed where they conflict with the consolidated text. Recheck any later amendments before relying on the rule.
