When do Canadian disruption rules require food, communication and overnight accommodation?
For the APPR delay and cancellation care branch, both the cause and the notice timing matter. A qualifying within-control event, including one required for safety, can trigger care when notice came less than twelve hours before the original departure. Food and communication use a further waiting-time test; overnight accommodation has its own condition.

What this answer depends on
- Travel within the applicable APPR scope, including the ticketed journey and the event-specific conditions. The consolidated source displays current-through 2026-07-21; check for later changes.
- For the relevant within-control delay or cancellation branches, section 14 care applies when the passenger was informed less than 12 hours before the departure on the original ticket.
- Once a qualifying passenger has waited 2 hours after the original scheduled departure, section 14 requires reasonable food and drink and a means of communication without charge.
- When an overnight wait for the original or alternative flight is expected, the applicable carrier must offer reasonable hotel or comparable accommodation and transport there and back. Treatment may be limited or refused if providing it would further delay the passenger.
- The qualifying denied-boarding care provision is section 16 and does not repeat section 14’s two-hour waiting requirement.
Important exceptions
- This is not a universal hotel entitlement for weather or every advance schedule change. The outside-control branch has different obligations. A carrier’s tariff or another applicable regime may add rights, but those must be checked separately. No fixed meal allowance or hotel nightly cap is supplied by these APPR provisions.

Does a safety-related event always remove care?
No. The qualifying within-control safety branch can still require care.

Can I demand the most expensive available hotel?
The regulation concerns reasonable accommodation in the passenger’s location, not an unrestricted spending budget.
