What alternative travel is required when Canadian denied boarding is classified outside the carrier’s control?

The APPR has a specific outside-control denied-boarding branch. It does not simply repeat the cancellation refund choice or the fixed payment for within-control non-safety bumping. Ask for a confirmed alternative under the correct carrier-size provision, even when the airline says the cause was outside its control.

What this answer depends on

  • Travel within the applicable APPR scope, including the ticketed journey and the event-specific conditions. The consolidated source displays current-through 2026-07-21; check for later changes.
  • For outside-control denied boarding, section 10(3)(d) directs the carrier to the alternative-travel obligations in section 18.
  • Under section 18(1.4), a large carrier first uses the own-or-partner reservation within 48 hours of the original departure described in section 18(1); if it cannot, it must provide the any-carrier, current-or-nearby-airport alternative in section 18(1.1)(a), including necessary airport transfer.
  • The small-carrier branch points to the next available own-or-commercial-partner flight on a reasonable route. These alternatives are without additional charge.
  • The refund election in section 18(1.1) is written for the delay or cancellation branch. Section 18(1.4) instead specifies alternative travel for outside-control denied boarding.

Important exceptions

  • Not every refusal to transport is denied boarding under the APPR definition. Documentation, safety and the actual seat-shortage circumstances need assessment. This article does not promise statutory fixed compensation for an outside-control event or deny a more favorable tariff or another applicable legal right.

What to do next

  1. Ask for a written reason for the denial and the APPR category. Keep evidence that you held the required reservation, documents and timely check-in and gate attendance.

  2. Identify carrier size and any on-behalf-of arrangement. Request the corresponding confirmed alternative rather than accepting an unexplained standby position as a completed resolution.

  3. For a large carrier unable to meet its first alternative, ask about the expanded carrier and airport options. Confirm how any necessary transfer to a nearby departure airport will be provided.

  4. Keep refund or compensation arguments separate. Ask which provision or tariff supports any other remedy rather than copying the weather-cancellation refund branch into a denied-boarding request.

  5. Have the ticket, check-in and gate evidence, denial reason, carrier classification, original departure, offered confirmed flights and any airport-transfer proposal.

Does “outside control” remove all alternative-travel duties?

No. The regulation contains a specific rebooking branch.

Can I automatically use the cancellation refund choice here?

Do not assume so. The denied-boarding paragraph uses different wording and cross-references.
