Does EU261 cover a single-booking journey that starts and ends outside the EU but connects at an EU airport?

Do not assume that an EU connection brings the entire through journey within EU261. The Commission’s guidance explains that a single-reservation journey between two non-EU points is not covered merely because it has a stopover at an EU airport. Identify the booking structure before choosing a claims process.

Traveler organizing trip records and next steps after a flight disruption

What this answer depends on

  • Flights and passengers within Regulation (EC) No 261/2004. Check departure, destination, operating carrier and the specific conditions below; the airline name alone does not establish coverage.
  • For a single-reservation connecting journey beginning and ending outside the EU, a stopover in an EU airport does not by itself bring the journey within the regulation.
  • An independently booked flight departing an EU airport needs its own Article 3 assessment rather than automatically inheriting the classification of a different ticket.
  • EU scope is different from the U.S. covered-journey and Canadian APPR scope tests.

Important exceptions

  • This page does not decide every interline or agency-assembled itinerary. An overall price, multiple ticket documents and carrier relationships can need closer examination. A separately booked EU departure is not the same fact pattern as an EU connection within one outside-to-outside journey.

What to do next

  1. Collect the ticket numbers and invoice and establish whether the flights were sold as one through journey. Mark the first origin and final destination, not just the disrupted connection airport.

  2. If an airline refuses an EU claim, ask whether it is relying on the outside-to-outside through-journey rule. Compare that explanation with your actual booking structure.

  3. Check the passenger regime at the origin or destination and the airline’s applicable tariff. A failure of this EU scope test does not mean no contractual or other legal remedy exists.

  4. Keep a separate record for any genuinely independent EU-departing ticket. Do not combine or separate tickets merely to fit a preferred legal outcome.

  5. Have the complete travel contract, ticket numbers, origin and final destination, transfer airport, operating airlines and the carrier’s written scope objection.

Should I stop seeking help after an EU refusal?

No. Identify other applicable law or the carrier’s transportation commitments instead of assuming all remedies disappeared.
