Should I send an EU flight-disruption claim to the airline that sold the ticket or the airline that operated the flight?

For EU261, start with the operating carrier responsible for the disrupted service. The airline name in the flight number or on the payment receipt may be different. For a complex through journey, keep the full ticket so the responsible-carrier analysis is not reduced to a logo.

Traveler organizing trip records and next steps after a flight disruption

What this answer depends on

  • Flights and passengers within Regulation (EC) No 261/2004. Check departure, destination, operating carrier and the specific conditions below; the airline name alone does not establish coverage.
  • Regulation 261 places its passenger obligations on the operating air carrier, including an operator acting on behalf of another contracting business.
  • The operating carrier may have duties even when it did not sell the ticket directly to the passenger.
  • For connecting journeys, booking structure and the affected operation matter to the claim; compensation analysis can use delay at the final destination.
  • The seller or agency can help retrieve ticket records, but the EU claim should not be routed solely by who sold the ticket.

Important exceptions

  • Wet leases, successive operators and multi-carrier through journeys can require a more detailed legal assessment than the public flight label supplies. This page does not state that every carrier named on the booking is jointly liable for every remedy. Nor does an EU operating-carrier rule automatically govern a U.S. merchant-of-record refund.

What to do next

  1. Check the ticket, boarding pass and itinerary for the “operated by” line. Record both marketing and operating flight numbers when they differ.

  2. Prepare the claim with the operating flight, date, route and disruption, then attach the entire booking for context. Explain whether a feeder delay caused a later missed connection.

  3. If the recipient denies responsibility, request a reason tied to the actual operation and contract. Keep the reply and ask the other named carrier to address that explanation rather than starting an unrelated claim.

  4. Keep an agency airfare-refund request distinct where the payment process also requires agency involvement. An EU compensation recipient and a payment-processing contact are not necessarily the same role.

  5. Have the operated-by details, flight numbers, ticketing airline, agency invoice, complete through itinerary, boarding evidence and all responsibility-referral messages.

Does the airline that charged my card always handle EU compensation?

No. Payment collection and operating-carrier responsibility are different concepts.

What if the boarding pass shows two airline names?

Preserve both and identify the actual operating carrier. Ask for written clarification if the documents are ambiguous.
