Do EU meal and hotel duties disappear during a widespread extraordinary disruption?
No blanket “too extraordinary for care” category appears in the Commission’s guidance. A major shutdown may prevent quick rerouting, but it does not automatically erase applicable care while passengers wait. Ask for practical arrangements and preserve evidence when the carrier cannot supply them.

What this answer depends on
- Flights and passengers within Regulation (EC) No 261/2004. Check departure, destination, operating carrier and the specific conditions below; the airline name alone does not establish coverage.
- The guidance states that extraordinary circumstances do not by themselves remove Article 9 care obligations, including during prolonged large-scale disruption.
- Care must be appropriate to the waiting time and circumstances; necessary, appropriate and reasonable expenses can be relevant when required care was not supplied.
- The earliest possible rerouting may be substantially delayed or uncertain during a massive disruption, and a passenger’s chosen refund or later-convenience option can change the ongoing remedy.
Important exceptions
- This is not a promise of immediate hotel availability or unlimited reimbursement. A mass event can constrain what the airline can practically arrange, and expense reasonableness remains fact-specific. Fixed compensation may be unavailable even when care remains due.

Can the airline refuse all care because the event is extraordinary?
