Why can optional extras increase a US flight quote if advertised fares must show the total price?

The required ticket price and the cost of optional services are different comparisons. DOT says advertised airfares must include applicable government taxes and mandatory carrier surcharges, while optional services may be added when you affirmatively choose them. Review what changed between the first quote and payment.

Flight planning tools for comparing booking and fare details before paying

What this answer depends on

  • US DOT pre-purchase airfare display and optional-service guidance; no individual legal determination or baggage-policy article.
  • DOT’s buying guidance requires airlines and ticket agents displaying an airfare to include applicable government taxes, fees and mandatory carrier surcharges in the total.
  • A breakdown is allowed, but the total price must be more prominent than its component charges.
  • Optional services must not be preselected to force an opt-out; the customer must affirmatively agree before their cost is added.
  • A traveler may select a connectivity package after choosing a flight. Its cost is different from a mandatory surcharge that should already have been included in the advertised ticket total. A changed fare or changed passenger count is another issue again. Comparing identical purchases is essential.
  • The cited DOT price-display guidance addresses both airlines and ticket agents. An OTA quote should therefore be evaluated as that seller’s complete offer, while its optional products and service conditions must also be read. This does not mean every seller offers identical extras.

Important exceptions

  • This guide summarizes the cited US consumer guidance, updated September 26, 2025 and checked September 22, 2026. It does not decide a legal complaint, list current ancillary fees, or claim that a quoted fare remains available until purchase.

What to do next

  1. Keep the initial complete ticket quote for the exact dates, passengers, cabin and seller. A base-fare line alone is not the total comparison.

  2. Review the payment summary and classify each extra item as a required ticket component or a service you elected to purchase.

  3. Remove services you do not want through the ordinary booking controls. Recheck the total after any change to the itinerary or fare family.

  4. When a mandatory charge appears only at the end, ask the seller to explain the discrepancy before you pay. Preserve the quote and explanation rather than assuming every increase is either valid or a violation.

  5. Have the original quote, final summary, passenger count, itinerary, fare family and selected optional items ready. Redact payment details when sharing screenshots for assistance.

  6. Ask the seller to explain an item you cannot identify or remove before purchase. A neutral request for an itemized total is more useful than assuming the source of the difference.
